From Selma to Ferguson: The Voting Rights Act as a Blueprint for Police Reform

This article argues that Congress should pass a statute modeled after the Voting Rights Act of 1965 that establishes a coverage formula to identify and proactively regulate police departments engaged in a pattern of suspicious behavior.
