Did Changes in Juvenile Sanctions Reduce Juvenile Crime Rates? A Natural Experiment

This article empirically examines whether statutory changes to the juvenile justice system in the 1990s contributed to the subsequent decline in juvenile homicide rates. It concludes that these punitive changes to the juvenile justice system had no unique effect on juvenile homicide rates relative to other age cohorts.
